I got this piece from Mr BI Yantao in China which I have just published on the Your Story website.
He raises concerns about the policy being adopted by the Tianya website, which is, I undertand, a kind of facebook social community website in China. They are requiring users to register which their real names and birth dates. The use of mobile phone information seems to be a check on the details being entered are in fact correct.
The debate that is going on about this blog here is interesting because there are some comments which suggest there are always ways around this.

stop illegal, nasty and harassing information, to enhance the overall qualities of Tianya users, to build a more civilized and more harmonious communal home for global Chinese netizens.
